Submission #2: Reinvent Your Company

The trying nature of the current economy required that we reinvent ourselves in order to survive since our core business was shrinking. We looked at all of the different capabilities of the company, including the markets we served. Since we are an IT services company that has done work for the Federal Government, we decided to do more research on what programs were available to certified small businesses via government contracts. And found a great opportunity specifically for SBEs.

We encourage all companies to review their capabilities and their base of customers. Have different people evaluate the business looking at your company from every different angle imaginable. If you are struggling to survive and really want to, the chances are good that there is another way. Do not stop looking for that “other way.”

The following information covers details of the Federal Program we found for SBEs in the IT industry:

If you want to leverage your talents and partner with other companies to meet the growing demands for IT services and IT service-based solutions we have found a fast track method for gaining valuable access to “set aside” government contracts aimed at promoting the utilization of small businesses when purchasing information technology (IT) services or IT services-based solutions for the federal government. The 8(a) STARS II program is reserved exclusively for qualifying certified 8(a) small businesses as the prime contractors per Federal Acquisition Regulation (FAR) 19.8.

The 8(a) STARS II Government Wide Acquisition Contract (GWAC) offers an incredible opportunity for IT related businesses to succeed in capturing millions of dollars awarded to small business participants.

There are a few fundamental guidelines to understand before applying at the GSA portal. http://www.gsa.gov/portal/content/104853 General Information http://www.gsa.gov/portal/content/105243.

Recognize the 8(a) STARS II program design consists of two constellations or tiers.

Qualifying (tiers) are based on industry accreditations.
I. Constellation I includes industry partners with competitive pricing and technical proficiency.

II. Constellation II includes industry partners who have competitive pricing, technical proficiency, and an additional industry credential. The industry credentials for constellation II include one or more of the following:

a)        Capability Maturity Model Integration II+ (services or development)

b)        ISO 9001: 2000 (replaced by ISO 9001:2008)

c)        ISO 9001: 2008

Fourth Technologies, Inc. was recently awarded a GWAC under the 8(a) STARS II Program as a Constellation I provider and is
now seeking to partner with IT Services companies registered on the Supplier-Connection portal. For more information on the details of this program contact: Andrew Meltzer, VP Business Development at andrew@fortek.com.
